For more than half a century, numerous states have required that certain bedding products (see list) carry those ubiquitous labels that start with the phrase "Not to be removed under penalty of law..." These labels, commonly referred to as "law" labels, must carry certain information and nothing else, including desired corporate logo or product brand marks. For example, only approved industry terms may be used on the labels and they must be securely attached to the product. Dozens of states require these labels for new products and many also require that the individual manufacturer—and in some cases the importer—be registered. In addition, labels and registration of companies offering “secondhand” or renovated products are required in a number of states. In short, this registration and label process can be a daunting task for companies since a number of states require different pieces of information on these labels. Careful attention needs to be given so that one label will suffice in all states.
A law label carries the "registration" number of the manufacturing facility that produced it. Since each such registration number is unique to each facility, this provides for a government regulator to “trace back" the product. If a company’s product doesn’t carry them (or those labels are incorrect), those products may be pulled from sale by government inspectors. Thousands of dollars can be at stake.

New Bedding Registrations Applications:
First off, state law governs the use of “law” labels. Registration of your company is also required at the state, not federal, level. Currently 31 states that require law labels on stuffed goods sold in those states and 16 of those states additionally require registration to sell those labeled goods in their state. The other 16 states do not require registration but do require the items sold to have a law label and a valid URN.
Once an URN is secured by a state the other states routinely will “recognize” this number as long as you have registered this number with them. This allows only one registration number to be listed on the law label.

Second-Hand Bedding and Sanitizing Applications:
The registration and labeling of new products can be confusing. Well, the process for offering “second-hand” or “renovated” bedding products is even more daunting! There are federal laws and regulations in addition to many state requirements. And unlike new bedding, second-hand bedding does not have a uniform system that is recognized by all states. Each state has its own registration and sterilization requirements and each must be addressed individually. Careful coordination of product reworking is a must. This is not for the faint of heart!
The reemergence of bed bugs and the threat of Avian flu has led to greater attention on the issue of second-hand bedding issues. Some state regulators have been known to shut down operations, such as furniture rental companies, for not fulfilling sanitization obligations required by the state. Don’t let this, or a reputation for not having properly sanitized goods, happen to you.

Sterilization
If your stuffed article contains any type of animal hair, feather or down and you are planning on selling your goods in the USA, you will need to obtain a sterilization permit number from the state of Pennsylvania. The rest of the states requiring this permit will only recognize a number issued from this state and you will be required to have this permit number on your label as well as your registration number.
Pennsylvania will require your sterilization plant to be certified regardless of where it is located in the world. Only when they have received this verification will they issue a permit number. Contact Legal Label to guide you through these requirements.
